St David's Day Lecture

Cardiff University is to mark St David’s Day with a discussion on the impact of devolution on citizenship.

The 2007 Annual St David’s Day public lecture, hosted by the University’s Welsh Governance Centre, will be delivered by a leading expert on territorial politics.

Professor James Mitchell from the Department of Government at Strathclyde University will discuss "Devolution and Citizens" (Wednesday 7th March, 6pm).

Professor Mitchell will argue that old notions of citizenship which stressed equality have given way to notions which place greater emphasis on diversity. He will argue that there was a myth of equality at the heart of old debates which stood in the way of constitutional change.

Professor Mitchell said: "This myth was often little more than a progressive cover for the centralisation of politics. The challenge today is to articulate - intellectually and in public policy terms - a notion of citizenship which embraces both diversity and a progressive social citizenship."
